Cape Coral Charter School Authority Financial Sustainability Analysis

With a growing population in Lee County, the City of Cape Coral knew it was time to expand their educational footprint and offer more public education options for their residents by opening the Cape Coral Charter School Authority. After more than 10 years of operations, the City brought us in to perform an independent financial analysis.

We created a financial projection model to look at the funding needed for delayed facility maintenance and to improve operational efficiency. We included various revenue factors like student enrollment, state funding per student, and Public Education Capital Outlay (PECO) funding. Additionally, we used the model to evaluate the choice between replacing modular buildings or expanding brick and mortar structures on one campus.

Our financial modeling revealed an imminent cash flow deficit due to insufficient funding for escalating costs related to personnel and operations. To address this challenge, we devised a sustainable financial management plan using our Financial Analysis and Management Systems (FAMS) model. This plan aimed to assist the Cape Coral Charter School Authority in achieving service objectives and financing a capital improvement plan. We collaborated with the City on developing an efficiency plan and optimizing their general fund to support the schools.

By implementing this comprehensive strategy, the Cape Coral Charter School Authority is poised to improve its campuses and operations while continuing to deliver valuable public education to the students of Lee County.
