Newport Beach Fleet Electrification and Vehicle Charging Master Plan
The City of Newport Beach wanted to address the importance of fleet electrification by developing a comprehensive Fleet Electrification and Vehicle Charging Master Plan. This initiative, which spans hundreds of vehicles across eight properties, aims to meet and exceed California Air Resources Board (CARB) regulations. They reached out to our team to help.
We collected and analyzed extensive fleet and facilities data to deliver a detailed existing condition report for the City. This foundational report set the stage for exploring fleet transition possibilities and understanding the realities of available zero-emission vehicle (ZEV) ?alternatives.
Utilizing our proprietary modeling tool, ZEVDecide?, we conducted energy and power modeling to understand how a ZEV fleet would operate under Newport Beach¡¯s specific conditions. The insights from this model drove the fleet replacement plan and ZEV implementation strategy. We also defined the infrastructure requirements necessary to support operations throughout the fleet transition horizon. This included determining power and energy needs at each facility, specifying charger quantities and types, creating site plans concepts, coordinating with Southern California Edison, and considering backup and emergency planning and resiliency measures.
We created a financial model to assess the total cost of ownership between the status quo and the proposed ZEV fleet transition concept to identify the gaps and opportunities of the transition from a financial perspective. Our analysis showed that operational savings from fuel and maintenance weren¡¯t enough to close the capital investment gap due to the higher purchase vehicle and infrastructure cost. Our team also created an inventory of applicable funding programs available to the City to help offset the costs of transitioning to an electrified fleet.?
The resulting master plan outlines these results along with next steps the City can take moving forward.
