Treasure Island Water Resources Recovery Facility
San Francisco¡¯s Treasure Island has undergone decades of geotechnical improvements to make it habitable for businesses and residents. With a small wastewater treatment facility to serve nearly 2,500 people, the San Francisco Public Utilities Commission (SFPUC) set out to expand capacity with a new facility. They selected our team for a collaborative delivery design-build project, along with our contractor partner PCL Construction, to lead design for a new water resource recovery facility.
The new facility has the capacity to generate up to 1.3 million gallons (4.9 million litres) per day of Title 22 recycled water for the community each year. During design, we worked alongside PCL Construction to optimize resources, evaluate technologies, develop a plant hydraulic profile, and refine design solutions for SFPUC. The solicitation of value engineering proposals for the influent pumping structure resulted in reduced excavation and dewatering costs for the construction. Incorporating membrane bioreactors helps meet the facility¡¯s nutrient removal and recycled water needs within its compact footprint. The facility¡¯s headworks combine coarse and fine screens to provide an efficient one-stage screening process. By integrating solids handling into a single location, the facility design reduced the need for deep excavation. Additionally, the design of the comprehensive odor control system complies with Bay Area Air District emissions requirements.
Now under construction, the Treasure Island Water Resource Recovery Facility is set to become a cornerstone of the island¡¯s transformation and long-term sustainability. The facility will support a vibrant mixed-use neighborhood with up to 8,000 new homes, public spaces, and commercial developments.
